VNT embraces safety as part of its culture

SIA ““Ventspils nafta” termināls” (VNT) refers to the information of the Environmental Monitoring Division of Ventspils City Council published on the official municipal webpage www.ventspils.lv on 7 February 2017 and www.ventasbalss.lv on 8 February 2017 regarding the VNT safety report (Report).  VNT emphasises that the published information is not objectively presented, as the Risk Assessment Committee of the State Environmental Bureau has not identified deficiencies in the document submitted by VNT, but requested additional information as part of the Report’s review process.

On 17 November 2016, VNT has submitted an updated Report with the current data to the State Environmental Bureau. In accordance with legislation and guided by the principles of the constructive dialogue between involved parties, the Risk Assessment Committee, also including a representative from the Environmental Monitoring Division of Ventspils City Council, was entitled to invite VNT representative for clarifications, if so required. However, VNT has not received any invitation.

On 30 January 2017 VNT has received a letter authored by the State Environmental Bureau with a request to provide additional information to a number of questions, and the deadline for providing answers is 30 November 2017. Furthermore, in its letter the committee states that VNT emergency risk assessment is developed at a sufficiently high level.

Safety has always been and remains the priority at VNT. The terminal is certified in compliance with requirements of international standards of quality management ISO 9001:2008, environmental management ISO 14001:2004 and occupational health and safety system management OHSAS 18001. VNT undergoes annual complex state inspections conducted by representatives from the State Environmental Service, Ventspils Freeport Authority, Environmental Monitoring Division of Ventspils City Council, State Labour Inspectorate, Consumer Rights Protection Centre and State Fire-fighting and Rescue Service.

Internally the company pays specific and constant attention to all aspects of safety, including but not limited to, frequent crisis management trainings and civil defence drills, involvement of employees in safety observations and their encouragement to search for improvement opportunities, contractor safety program, regular safety meetings, as well as significant investments into labour protection and equipment integrity.  

Moreover, VNT is the only company in Ventspils that participated in the complex state civil defence drill “STORMEX 2016” to practice its response readiness and mutual cooperation. In its interaction with the community, VNT is providing lectures on civil defence and fire safety to Ventspils schools.
