Ventspils nafta termināls

Environmental protection policy

Ventspils nafta terminals and LatRosTrans are Latvian pioneers in developing a successfully balanced long-term environmental policy.
Arta Bažovska, „VentEko” Chairperson of the Management Board

VNT handles environmentally hazardous substances – petroleum products – and is well aware of its obligation to minimise its impact on the environment. Every year the company invests around half a million euro in measures related to environmental protection.

Environmental management system

VNT has developed an environmental management system, which analyses operations of the company and potential risks associated with it, and ensures regular environmental monitoring in the territory of the company. A network of groundwater monitoring wells is set up in the company’s territory, which creates access to data on groundwater quality both in the territory of the terminal and along the whole pipeline corridor up to the port. All information is analysed and summarised in the company’s ecological database. VNT regularly reports to the City Council and the Regional Environmental Board of the State Environment Service regarding air quality observations.

Several tanks and one rail tank car loading rack are equipped with petroleum product vapour recovery systems.

For more than ten years VNT has been investing resources in remediation of the environment – elimination of consequences produced by pollution that has been effected during Soviet times. During this period the largest historical pollution in the territory of the company has been eliminated – around 3000 m3 of petroleum product, which accumulated underneath discharging railway racks in the form of a floating petroleum product layer above the groundwater level, which was a result of an irresponsible management in soviet times.

Essential environmental aspects

VNT is aware of the responsibility to reduce its impact on the environment. By introducing and maintaining the Environmental management system VNT has developed and implemented a policy and objectives in accordance with the legislation requirements and the information available on essential environmental aspects.

The environmental aspect is an element of organisation activities, products or services that can interact with the environment. The essential environmental aspects are those, which have or may have a significant environmental impact. The identification of the environmental aspects was carried out by a group of experts that examined the aspects related to the company’s activities in normal circumstances, in case of deviations, during commissioning, shut down, as well as in potential emergency situations and accidents.

When assessing the significance of VNT, criteria were applied to evaluate the frequency and the extension of the impact, efficient use of natural resources and power supply, the significance of the actual environmental impact applying legislative requirements to a specific aspect, as well as evaluating the existing preventive measures. At the moment VNT has identified essential aspects of its activities based on the mentioned criteria.

Qality, environmental, occupational health and safety policy

The focus of the VNT quality, environmental, occupational health and safety policy and targets arising from it is on ensuring compliance with binding regulatory provisions, as well as with international standards in the field of quality, environmental, occupational health and safety management. The company’s management system is verified by the international quality management standard ISO 9001:2008 and the environmental management standard ISO 14001:2004 that company holds.

The quality management standard ISO 9001 specifies requirements for the way of work organization in the company and provides specific requirements, fulfilment of which guarantees compliance of services rendered by the company to the defined quality level.

The purpose of the environmental management standard ISO 14001 is to assure development of an efficient environmental management system in the company, and systematic and planned solving of environmental matters, thus demonstrating the company’s awareness of environmental problems and commitment to address them following the highest environmental standards.

In October 2012, the company's management system was successfully certified in accordance with the OHSAS 18001: 2007 standard. On March 12, 2018, the International Organization for Standardization (ISO) adopted a new standard ISO 45001: 2018, which sets out the requirements for the application of guidelines for the implementation of an occupational health and safety management system. ISO45001 replaces OHSAS 18001, which previously set out guidelines for the management of the occupational safety system.

In 2020, the terminal performed a certification transition audit from OHSAS 18001 to ISO 45001 standard and successfully obtained certification in accordance with the requirements of ISO 45001 standard.

Certificates issued by one of the world’s leading recognised auditing companies, Bureau Veritas Certification, verify VNT’s ability to guarantee that customers receive not only safe and efficient, but also environmentally safe crude oil and petroleum product transhipment services.
